Proposal Support


The Proposal Manager will oversee and lead the day-to-day operations of the proposal effort. The Proposal Manager will be responsible for leading proposal development to ensure the timely submittal of complaint competitive proposals that fully meet or exceed RFP requirements. The PM will ensure the process delivers strategically focused proposals with effective winning strategies. The ideal candidate is process oriented with a keen eye for detail.  Is able to operate effectively under pressure and hold the team accountable for due outs. This position will work in coordination with other BD & Proposal personnel.

  • Responsible for proposal management of all organization responses to RFPs; TOs; white papers; and other obligations that support ProSol business opportunities.
  • Manage proposals from initial conception through final delivery, including theme and content development, technical writing, editing, and proposal production and submission;
  • Assess the government solicitation, identify all requirements and criteria for evaluation and prepare the detailed proposal schedule, outline, and compliance matrix;
  • Assess and integrate capture information into proposal strategies  and win themes;
  • Constructs and writes sections of the proposal to ensure thoroughness and responsiveness to the requirements;
  • Manage teams of authors in the development of storyboards and proposal color review drafts;
  • Conduct and support business development and proposal process milestones including Step Reviews; Bid/No Bid decisions; Proposal Kick-Off Meeting; Color Team Reviews; and After Action Review (AAR)
  • Support  subcontractor teaming arrangements in responding to data calls from primes (when applicable), distribute and track responses to data calls from subcontractors;
  • Support Creative Services in the development of strategic marketing materials as required;
  • Assist in updating and maintaining Past Performance Library

  • Project management expertise and the proven ability to manage tight deadlines and thrive in a fast-paced environment

Education & Experience Requirements

  • Bachelors Degree with Business, English, Communications, or equivalent degree.
  • Minimum 3 years responding to Federal RFP's.
  • Proven ability to write, edit, compile, and organize information from many sources to generate cohesive proposals, qualifications statements, and presentations;
  • Completion of Shipley Associates Training, preferred

  • Ability to obtain and maintain a Secret security clearance

Physical Demands

Work is primarily performed in an office environment. Typically employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending, carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives.

  • Core hours: 8:30 am - 5:00 pm

Travel Expectations

  • 10 - 15%
