Overview

The Application and Tools Subject Matter Expert (SME) provides application and tools support. Ensures that all information systems are functional and secure. OCFO relies on approximately 30-35 Microsoft and Oracle applications (custom and COTS) and databases. While the user populations are small, their functions are essential to effective and efficient operations of the Office of Financial Systems. This individual shall provide programmer and database administrator to support Java, Web, Essbase Tableau, MS SQL server 2012/SSRS/SSIS, SharePoint 2013/2016, BMC FootPrints IT Management Software, and ORACLE Database application processing.

Responsibilities

  • Provide, maintain, and enhance the tools and applications necessary to support account and change management.
  • All work shall be submitted through change management to ensure compliance with all OFS policies and procedures.
  • Supports regular, as-planned and ad hoc executive dashboards charts, graphs etc. indicating current, historical and future trends and results of data mined from OCFO and directed external sources and provides subject matter expertise for Oracle Federal Financials R12 schema and table information and relationships and ad-hoc reports and dashboards for executives in a timely fashion from information gathered from Oracle Federal Financials and/or Data Warehouse and/or other sources.
  • Reporting information examples include project accounting trends, prompt payment interest payments, Program execution versus budget, etc.
  • Works independently or may lead a cross-functional team to achieve data collection and reporting objectives.
  • Create and maintain OCFO Oracle and other database schema's, tables, configurations and permissions.
  • Allocates systems resources and provisions access rights to OCFO databases.
  • Develops SQL and other database access programs and scripts to facilitate data inquiries and processing requests.
  • Ensures operations are conducted in accordance with production schedule.
  • Works with customers to develop custom views and applications to support OCFO mission functions.
  • Using Java, writes transaction interfaces to update the financial system. Conforms vendor invoices into XML transactions, processes those invoices on a weekly basis following written procedures.
  • Writes/codes Java/SQL applications that post transactions into the Oracle Financial Systems using XML methods.
  • Works directly with Accountants to ensure processes and procedures are in accordance with generally acceptable accounting principles.
  • Produces transaction exception and summary reports for review by transaction owners. Supports the government executive report and applications lead within the Division of Security and Technology.

  • Addresses problems of systems integration, compatibility, and multiple platforms.
  • Analyzes and defines security requirement for computer systems which may include mainframes, workstations, and personal computers and analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components. Applies subject matter expertise to high-level analysis, collection, assessment, design, development, modeling, simulation, integration, installation, documentation, and implementation.
  • Defines user interfaces and functional specifications and designs, and builds dimensional databases.
  • Designs and develops new software products or major enhancements to existing software: develops, engineers, and implements solutions that meet security requirements, and implements and supports data warehousing, and implements, and maintains complex databases with respect to JCL, access methods, access time, device allocation, validation checks, organization, protection and security, documentation, and statistical methods.
  • Develops data warehousing blueprints, evaluating hardware and software platforms, and integrating systems; and strategies for data acquisitions, and archive recovery.
  • Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.
  • Ensures data and tools are fully compliant with FISMA.
  • Evaluates usability of current data for additional analyses.
  • Formulates/defines system scope and objectives.
  • Implements business rules via stored procedures, middleware, or other technologies; and maintenance of database dictionaries, overall monitoring of standards and procedures, and integration of systems through database design.
  • Instructs, assigns, directs, and checks the work of other software developers on the development team.
  • Serve as team leader on significant segment of large complex projects.
  • Participates in development of software user manuals.
  • Performs data warehouse design and construction and feasibility analysis on potential future projects to management.
  • Prepares detailed specifications from which programs will be written and designs, codes, tests, debugs, and documents those programs and implements data verification and testing methods for the data warehouse.
  • Provides integration and implementation of computer system security solutions and product support and maintenance of the data warehouse.
  • Resolves problems with software and responds to suggestions for improvements and enhancements and problems, which necessitates an intimate knowledge of the related technical subject matter.
  • Responsible for project completion.
  • Reviews object and data models and the metadata repository to structure the data for better management and quicker access.
  • Translates business needs into long-term architecture solutions.
  • Works in a data warehouse environment, which includes data design, database architecture, and metadata and repository creation.

  • Experience in a data warehouse environment, which includes data design, database architecture and metadata and repository creation.
  • Desired professional certification for security position is:
    • ISACA.org - Certified Information Systems Manager (CISM)
    • ISC2.org - Certified Information Systems Security Professional (CISSP)
    • ISC2.org - Certified Authorization Professional (CAP)
    • GIAC.org - Global Security
  • Programmers and database administrators to support the Java, Web, Essbase Tableau, MS SQL server 2012/SSRS/SSIS, SharePoint 2013/2016, BMC FootPrints IT Management Software, and ORACLE Database application processing.

Education & Experience Requirements

  • BS, BA and 8 – 12 years’ experience in the workforce; MS preferred
  • Information Technology: Leadership Certification (GSLC); higher level or additional certifications offered by these organizations will be considered.

    • Oracle Certified ASSOCIATE (OCA), (OCP)

Physical Demands

Work is primarily performed in an office environment. Typically employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending, carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives.
