Overview

ProSol is seeking a dynamic and experienced leader and CI/HUMINT subject-matter expert (SME) to serve as Program Manager of a multi-faceted Business Area.  The successful candidate will be responsible for effectively growing a CI/HUMINT team which will be tasked to work at multiple locations. This position also requires the candidate to be able to perform a variety of independent CI/HUMINT related tasks to include advising and supporting managers in the development of the program which provides exercise and operational support to include guidance in planning, implementation, execution and coordination of CI/HUMINT operational and exercise activities for a variety of customers such as INSCOM and SOCOM. This also includes providing support regarding compliance with applicable US Intelligence Community national security laws, executive orders, policies, procedures and guidelines; and participating in/conducting briefings in support of CI mission, goals, and objectives.

Responsibilities

Initially a significant portion of the effort will be specific exercise support to help replicate a realistic, diverse, CI/HUMINT network to test the CI/HUMINT Marines attached to the MSOTs as well as familiarize the MSOTs with support requirements involved in CI/HUMINT operations.  This includes scripting, mentoring and role playing.  In this capacity, the candidate will:

  • Assist the exercise control group in the design, scripting, coordination and execution of CI/HUMINT lane of operation of the training event. 
  • Operate independently as per assigned dossier and within the established scenario.
  • Perform realistic meets to support the following spectrum of CI/HUMINT operations: Walkins, recruited, rural meeting sites, technical surveillance, TSE, Onsite Tactical interrogations, Force protection screening, HFTTL,
  • Full use of the BACP, Impersonal meets and COMMS and Threat Vulnerability Assessments
  • Conduct thorough presource meet planning to anticipate the source handler's tasks, training and questions
  • Provide verbal after action feedback immediately to exercise control group. Provide written reviews as requested.

Qualifications

  • Excellent verbal communication skills and the ability to multitask
  • Comprehensive knowledge of CI/HUMINT operations and activities, including knowledge of the methodology of foreign intelligence entity targeting efforts; foreign contact and foreign travel reporting programs; as well as experience drafting special CI assessments, alerts, threat assessments, or other CI products
  • Thorough understanding of the CI/HUMINT fundamentals and capabilities to include intelligence report writing, tactical interrogations, sensitive site exploitation, military source operations and force protection support to SOF missions.
  • Possess an understanding of SOF capabilities, support, and operations to include: threat vulnerability assessments, tactical questioning, interrogations, SOF intelligence systems/technologies (Palantir, ANB etc.), targeting, SOF biometrics (SEEK), SOFSSE (CELL BRITE, XRAY, NCASE), special reconnaissance, personnel recovery, and unconventional warfare.
  • Working knowledge of Microsoft Word
  • Current U.S. driver's license
  • Prefer that the Candidate possess a thorough understanding of fundamental MSOC/MSOT capability, experience supporting SOF during combat operations and PMP certification (DAU, PMI, or sponsor PM course certification).

Education & Experience Requirements

  • Bachelor's Degree and 8 years work experience or equivalent experience in the CI/HUMINT environment.
  • Graduate of relevant/accredited service level CI/HUMINT course.
  • Demonstrated Management/Leadership experience to include leading globally dispersed teams, improving processes, analyzing and mitigating risk.
  • Ability to collaborate with senior intelligence, military, diplomatic, law enforcement and corporate leaders worldwide.

Physical Demands

  • Work is performed in both indoor and outdoor environments. Typically employees sit/stand comfortably to do their work, interspersed by brief periods of standing, walking, bending, carrying papers and books and periods requiring the use of computer terminals to accomplish work objectives.

  • Able to lift 50 lbs alone and up to 100 lbs as a member of a team

  • Monday - Friday
  • Flexible during the exercise

Standard Work Hours

  • Flexible during the 10- 20 day exercise, normally 10-12 hour days

Travel Expectations

  • Travel to and from planning location when requested
  • Travel to and from training location

Travel Schedule

  • Travel to and from training location per the schedule as designated by the client
