The Database Analyst/Programmer will perform duties in support of DOL OCFO which has a general support system (GSS) sometimes referred to as OCFOnet, that is comprised of minor applications, databases and file servers (mostly Windows based virtualized with VMWare). Currently, there are 27 virtualized servers across six (6) servers and others are being converted until all servers are virtualized. The virtualized applications include SharePoint, BMC footprints, Oracle Databases, ESSBASE, SQL and Java Applications. OCFO administers and operates the OCFO GSS within the OCIO datacenter within the Frances Perkins Building. The OCFO GSS operates under a memorandum of agreement between OCFO and OCIO.

  • Designs, implements, and maintains complex databases with respect to Java Class Library (JCL), access methods, access time, device allocation, validation checks, organization, protection and security, documentation, and statistical methods.
  • Includes maintenance of database dictionaries, overall monitoring of standards and procedures, and integration of systems through database design.
  • Desired experience programming Oracle/SQL and client/server applications utilizing Oracle Databases as the data store for analytical reporting and workflow.
  • Works independently or may lead a cross-functional team to achieve data collection and reporting objectives.
  • Maintain a high level of compliance with applicable DOL IT regulations
  • Support other client’s mission needs as required

Application and Tools Support

  • Ensuring all information systems are functional and secure.
  • Providing applications and tools support: OCFO relies on approximately 30-35 Microsoft and Oracle applications (custom / COTS) and databases. While the user populations are small, their functions are essential to effective and efficient operations of the OFS.
  • Providing programming and database administration to support the Java, Web, Essbase database management system, BMC FootPrints IT Management Software, and ORACLE Database application processing.
  • Providing, maintaining, and enhancing the tools and applications necessary to support account and change management. All work shall be submitted through change management to ensure compliance to all OFS policies and procedures.
  • Regularly providing, as planned and ad hoc executive dashboards charts, graphs etc. indicating current, historical and future trends and results of data mined from OCFO and directed external sources.
  • Providing subject matter expertise for Oracle Federal Financials R12 schema and table information and relationships.
  • Providing ad-hoc reports and dashboards for executives in a timely fashion from information gathered from Oracle Federal Financials and/or Data Warehouse and/or other sources. Reporting information examples include project accounting trends, prompt payment interest payments, program execution versus budget, etc.
  • Creating and maintaining OCFO Oracle and other database schemas, tables, configurations and permissions. Allocating systems resources and provisioning access rights to OCFO databases. Developing SQL and other database access programs and scripts to facilitate data inquiries and processing requests. Ensuring operations are conducted in accordance with the production schedule. Working with customers to develop custom views and applications to support OCFO mission functions.
  • Using Java to write/script transaction interfaces to update the financial system. Ensuring vendor invoices conform to XML transactions, processing those invoices on a weekly basis following written procedures. Writing Java/SQL applications that post transactions into the Oracle Financial Systems using XML methods. Working directly with Accountants to ensure processes and procedures are in accordance with generally acceptable accounting protocols. Producing transaction exception and summary reports for review by transaction owners.
  • Supporting the government executive report and application lead within the Division of Security and Technology.

Education & Experience Requirements

  • BS or BA with 4-5 years experience in the workforce
  • MS Access – Intermediate skills including ODBC connections

  • MS Word and MS Outlook – Basic skills
  • HTML, XML and Automating Work Flow
  • Oracle experience required
  • Good oral and written communications skills
  • Excellent interpersonal skills
  • Process improvement experience a plus
  • DOL experience a major plus

Physical Demands

Work is primarily performed in an office environment. Typically employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending, carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives.
