Access Control Lead


The Data Security Analyst provides both subject matter expertise and operational support in order to control, process and track appropriate provisioning of accounts for the (3rd Party) New Core Financial Management System (NCFMS). This position requires an outgoing, communicative individual who is able to achieve a high level of customer trust and support. Customer support includes direct interface with in-house clients as well as DOL Employees and the external service provider of NCFMS (Regional Finance Offices/Agencies, system supervisors and users). Personal and technical skills must be applied to assess circumstances and identify and troubleshoot user account problems and anomalies.  Perform support activities as assigned in support of our DOL IT / Cybersecurity support contract.

  • Establish, develop and maintain a high level of customer service
  • Provision, recertify, separate and validate users within a cloud or shared-service environment
  • Manage and perform all supervisor and user Access Request Form (ARF) processing
    • Includes prompting customers to approve/reject forms in a timely manner
  • Manage the Distribution list for all NCFMS accounts
  • Assist supervisors and users that require support beyond the (normal/routine) Service Provider Help Desk procedures, or as requested
  • Provide linkage and liaison activities between the customer organization(s) and the NCFMS (Service Provider) Help Desk for all access request related issues
  • Manage the access request policy and Standard Operating Procedures and provide Subject Matter Expertise for related issues and questions
    • Provide SME for all Access Request Approvers Module issues and questions
    • Provide SME for all Access Request Data Entry Module issues and questions
  • Support Audit Teams as required by providing research, background information and producing artifacts
    • Support at least 2 audits annually (A-123 and the regular Organization Financial audit)
    • When a request or inquiry is received, provide artifacts and justifications within stated timelines and due dates
  • Support Change Management and System Account Recertification, as required.
  • Maintain systems to protect data from unauthorized users
  • Identify, report and support the resolution of security violations
  • Conduct data entry for NCFMS separations and follow the same procedures as the NCFMS Access Request Forms.
  • Perform daily separations of users departing their specific positions or the Department.
  • Produce Learning Link reports regarding training as required: daily, weekly and quarterly.
  • Produce weekly NCFMS Reports
  • Map employee IDs from payroll files to NCFMS accounts
  • Manage Active portal accessible accounts
  • Manage non-portal accessible accounts
  • Deactivate accounts per the SOP:
    • Accounts inactive for >= 90 days – email applicable users – completed
    • Accounts inactive >= 120 days – remove portal access from applicable accounts - completed
  • Audit separation activity daily and separate users that were not separated on the initial request
  • Process role removals and changes in NCFMS upon receipt of reports from the DBAs daily, monthly or semi – annually.
  • Provide other ad hoc support to management and team
  • Support additional customer needs as required

Education & Experience Requirements

  • BS or BA with 1-2 years experience in the workforce.

Additional Clearance Information

  • This position does not require a security clearance but will require the candidate to pass DOL HSPD-12 badging procedures.

Physical Demands

  • Work is primarily performed in an office environment. Typically employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending, carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives.
